摘要农村土地流转主要是指社会经济发展到一定阶段之后，在各国各地区都必须面对和解决的难题，而在我国这一过程还存在着很大困难，所以，研究这一领域的问题，一方面要对共性问题的理论深入及制度探讨进行广泛关注，另一方面要注重农村区域发展的实际与应用性研究的结合，探索出适合地域性特点及可持续发展条件的农村土地流转的推进思路。近年来，寒亭区在其新农村的建设当中，以不同的方式探索尝试着农地的流转。流转实践证明，农村土地流转不仅可避免风险，提高土地的利用效率，还有利于形成规模经营，促进寒亭区农村经济快速高效的发展。寒亭区农村有多样的土地流转形式，主要包括：以叶家庄子村为代表的“引进社会资本参与新农村建设”的社会资本注入型、以固堤镇相关村庄为代表的“农村合作社”式的农民自发合作型、以西官亭村等代表的“湿地旅游”式的农民自发与政府结合型和以蔡家栏子村为代表的“土地增减挂钩”式的政府主导型。目前，寒亭区的农村土地流转正不断向高效益、集约化、规模化方向发展，有效解决了寒亭区农村因为人口的变化而引发的进行土地调整需求，使土地流转的环境得到了改善，寒亭区的土地产出率也得到大大地提高。但在寒亭区的新农村建设中，也遇到了很多亟待解决的土地流转问题，使土地流转工作的顺利展开受到了阻碍，产生了很多不利于寒亭区农村土地流转的不良影响。所以，加强赛亭区农村土地流转的引导和规范工作十分必要。本文以实际调查工作为基础，对寒亭区土地流转现状和存在问题进行了深入的分析和探讨，发现寒亭区的土地流转呈现出式多样化、流转主体多元化等优势的同时，在认识层面、行为规范、制度机制、服务体系和社会保障等方面仍存在诸多问题。随后，客观地分析了寒亭区土地流转的优势及所面临的挑战。以此为基础，对寒亭区土地流转的模式进行了举例说明，并提出完善寒亭区土地流转的对策建议。寒亭区农村土地流转必须遵循自愿原则，建立“地证相符”的动态管理机制，规范农村土地流转，为确保寒亭区农村土地流转高效、规范、有序地进行，促进寒亭区新农村的建设与发展，寒亭区必须加强引导土地流转工作，建立健全土地流转的管理机制。关键词：寒亭区，农村土地流转，流转模式，流转效率AbstractRural land mainly refers to the social and economic development to a certain stage,in allcountries and regions have to face and solve the problem,but in our country this process,thereare still great difficulties therefore,to study the problems in the field a respect to the theoreticaldepth on common problems and explore the extensive system of concern,on the other hand payattention to the actual development of rural areas and the combination of applied research,toexplore the regional characteristics and suitable conditions for sustainable development of ruralland circulation to promote ideas.In recent years,Hanting District in their new rural construction,to varying degrees and in different ways to try to explore the circulation of agricultural land.Practice has proved that rural land can not only avoid the risk,improve efficiency of land use,aswell as conducive to the formation of scale,promote Hanting fast and efficient development ofthe rural economy.Hanting District of rural land circulation in various forms,including:Mahuang village in Ye family represented by the "introduction of social capital to participate inthe new rural construction"social capital injection type,related to Dike town villagerepresentative "rural cooperatives "type spontaneous cooperative farmers,west Ticking otherofficial representatives of the "wetland tourism type of farmer initiative and with thegoverment bound to Tais Village columns represented by the "land change link "type ofgovemment-led.Currently,Hanting District of rural land are constantly high efficiency,intensive,large-scale direction,effective solution to the Hanting District,the rural population of the landcaused by changes in regulatory requirements and improve the land transfer environment,improveHanting District land productivity.But Hanting District in the new rural construction land transferalso encountered many problems to be solved,these problems seriously hindered the smoothtransfer of land to commence on Hanting District Rural Land generate a lot of adverse effects.Therefore,we must strengthen the Hanting District Rural Land guidance and normative work .Inthis paper,the actual investigation based on the Hanting District land transfer status andproblems in-depth analysis and discussion found Hanting District land circulation showing a stylediversification,diversification advantages circulation at the same time in the understanding level,behavioral norms,institutional mechanisms,services,and social security system,there are stillmany problems.Subsequently,the objective analysis of Hanting District land transfer strengthsand challenges.On this basis,for the Hanting District land transfer modes are illustrated andmade perfect Hanting Suggestions land transfer.Hanting District Rural Land must follow thevoluntary principle,to establish a"land card match "dynamic management mechanism,regulaterural land transfer,land transfer effectively strengthen the guidance,establish and improve thetransfer of management mechanism to ensure Hanting District Rural Land circulation efficient,standardized and orderly manner,and promote the construction of new countryside HantingDistrict,and development.Key words:rural land circulation,Hanting Ou,Flow pattem,The circulation efficiency
