摘要毕业设计是根据东营市胜利花苑续建工程住宅楼项目的招标须知、合同条件、技术规范、图纸及其他有关文件编制而成的投标书。设计共包括商务标、技术标和结论三部分。商务标包括编制的依据、范围、工程量计算过程、工程造价的确定等内容，工程量计算规则按照《山东省建筑工程消耗量定额(2016)》中的计算规则计算，工程造价则是应用定额套价，采用以人工费为计算基础的计价程序。技术标则包括工程概况、施工组织及部署、施工前的准备、施工平面布置、各项管理措施、质量目标及保证体系等。技术标是从人、材、机方面来进行施工布置，从技术、施工、物质等方面采取措施来确保工程进度、工程质量与施工安全，并在此基础上降低成本。关键词：标书；商务标；技术标；施工方案AbstractGraduation design is based on the bidding notice,contract conditions,technicalspecifications,drawings and other relevant documents of Dongying Shengli Huayuanresidential building project.The design includes three parts:commercial bid,technical bid and conclusion.Thecommercial bid includes the basis,scope,calculation process of engineering quantity,determination of engineering cost,etc.The calculation rules of engineering quantity arecalculated according to the calculation rules in "Shandong Province ConstructionProject Consumption Quota (2016)",while the engineering cost is calculated byapplying fixed set price and the pricing procedure based on labor cost.The technicalstandard includes the general situation of the project,construction organization anddeployment,preparation before construction,construction layout,various managementmeasures,quality objectives and guarantee system,etc.The technical standard is toarrange the construction from the aspects of people,materials and machines,and to takemeasures from the aspects of technology,construction and materials to ensure theprogress of the project,the quality of the project and the safety of the construction,andto reduce the cost on this basis.KEY WORDS:tenders;commercial tender;technical tender;construction plan
