摘要在水利建设市场快速发展的进程中，市场信息的变化也在加速，如何及时地采集信用信息，进行动态评价变得越来越困难。本文以信用动态管理为主要研究方向，以完善所欠缺的水利建设市场主体守信鼓励、失信惩戒机制以及信息即时采集为目的，达到减少水利建设市场信息不对称的目的。本文以信用信息管理理论为评估理论根底，研究了信用动态评价方法，结合现水利部的信用管理体系及信息系统技术，对水利建设市场动态管理体系进行了较全面的研究，以解决各类别市场主体信用评价工作繁琐复杂的问题，并从动态的角度让信息实时流通，及时公布表彰处罚信息，减少建设市场内的信息不对称。在此基础上，联结水利建设市场的开展现状、特点和要求，综合水利建设流程、市场主体性质，进行了系统需求剖析、具体设计，确立将系统划分为门户网站、投诉与申诉管理、评价结果管理、系统管理、个人管理、新闻公告管理六大模块，用户角色分四种，企业用户、评审单位用户、系统管理员、个人用户，并进行了系统的部分实现。水利建设市场信用动态管理系统，使用UL方法来描绘分析设计过程，为数据库设计、需求分析设计、架构分析设计做了具体描述。以J2EE为技术平台实现B/S结构，使用JDBC技术连接SQL Server关系数据库，将web service与动态信用评价管理良好地结合在一起，实现相应功能关键词：水利建设市场：信用动态管理：B/S构架：J2EE:SQLServerABSTRACTIn the process of the rapid development of the water conservancy constructionmarket,the changeof market information is speeding up.How to collect creditinformation in time and make dynamic evaluation is becoming more and more difficult.In this paper,dynamic credit management is the main research option,to improve waterconservancy construction in the main market.Trustworthy incentive,disciplinarymechanism and timely information acquisition are also the goals.They are aiming atreducing the information asymmetry in water conservancy construction market.In this paper,credit information management theory is the theoretical basis of theevaluation method.The dynamic evaluation method of credit information,is combinedwith theexistingmethod from Ministry of water resources,credit management system andinformation system technology.Also water conservancy construction market dynamicmanagement system has been mainly studied comprehensively,in order to solve theproblem thatthere is too muchcomplex process of evaluationin different categories ofand make the real-time information flow come true.From those mentioned point of view,the timely publication of recognition of penaltyinformation,reduce the informationasymmetry in the market construction.On this basis,the system combined with the development status,characteristicsand requirements of water conservancy construction market.Another two importantthings are the water conservancy construction process and the main body of the market.On this foundation,this paper did the detailed design of system.According torequirements analysis,the establishment of the system is divided into six modules,theportal of complaint management,evaluation management,system management,personal management and news management.User roles are divided into four kinds,enterprise users,the users and system administrators,individual users,and theimplementation of the system.Water conservancy construction market credit dynamic management system,usingUML method as the analysis and design process,describe the design of database andIrequirements analysis in detail.J2EE is used as the technical platform to realize the B/Sstructure,and JDBC technology is used to connect the SQL Server relational database,and the web service is combined with the dynamic credit evaluation management torealize the corresponding function.Key words:water conservancy construction market;credit dynamic management;B/S;J2EE;SQLServer
