河南大学2018届本科毕业论文新疆生产建设兵团地区的养老问题研究作者姓名：黄嘉琦作者学号：1804060059所在学院：哲学与公共管理学院所学专业：劳动与社会保障导师姓名：吴栋导师职称：年月日摘要上世纪50年代，内地地区的一大批中国人民解放军进驻新疆，在新疆地区组建了”中国人民解放军、新疆军区生产建设兵团”。几十年过去了，当时的那批进驻者们己经步入老年，随着他们年龄的增长，加上一些特殊原因，产生了人口老龄化的问题，有关养老的问题也逐渐凸显出来。本文通过研究新疆兵团地区的人口结构的数据以及人口流动的状况，探寻兵团地区人口老龄化的原因以及老龄化带来的养老问题。调查目前存在的养老问题现状，以及兵团地区特殊的体制对现有的养老制度影响。调查显示兵团地区青壮年人口流失较多，人口老龄化问题严重，部分兵团地区基础设施缺乏，不利于老人养老，基础设施的缺乏也加剧了人口流失，老龄化程度加深。现有的特殊的兵团保障制度具有优越性的同时，也存在着一些问题。只有加强基础设施建设，引进养老产业，出台新政策吸引青壮年回流，完善养老保险制度的改革，推动兵团地区特殊政策与现代化新政策进行对接，才能够推动兵团地区的养老问题更好地解决。关键词：养老保障，人口老龄化，社会保障AbstractIn the 1950s,a large number of Chinese people's Liberation Army entered Xinjiang andestablished the "production and Construction Corps of the Xinjiang Military Region of theChinese people's Liberation Army".Over the past few decades,the residents at that time haveentered the old age,the population is aging,and the problems related to pension are becomingmore and more prominent.By studying the population data and population flow in BINGTUANarea,this paper explores the problems caused by population aging in BINGTUAN area,investigates the current situation of pension problems,and the impact of special system on theexisting pension system.The survey shows that there is a large loss of young and middle-agedpeople in BINGTUAN area,and the problem of population aging is serious.Some BINGTUANareas lack infrastructure,which is not conducive to the elderly.The lack of infrastructure alsoexacerbates the population loss and the degree of aging.While the special corps security systemhas advantages,it sometimes hinders the residents from getting security smoothly.Only bystrengthening infrastructure construction,introducing pension industry,issuing new policies toattract the return of young and middle-aged people,improving the pension insurance system,andpromoting the connection between the special policies of the corps and the new policies ofmodemization,can the pension problems in the Corps be better solved.Key Words:Pension security population aging social security
