苏州市研发产业发展的现状与评价研究摘要随着知识经济的发展和全球范围内劳动分工的日益细化，研发活动的市场化倾向越来越明显，科技研发成果作为一种新型商品，走入了经济活动视野。研发产业的形成和发展正是这一趋势造就的结果。苏州作为我国的科技创新重镇和高新技术产业中心，在发展研发产业方面具有一定优势。研发产业的发展有利于转变经济增长方式，提升苏州经济的可持续发展能力，也有利于创新型国家的建设。在现阶段，深入研究苏州研发产业的发展现状和战略环境，规划苏州研发产业的发展战略和政策方向，具有重大的理论和现实意义。本文首先评述了研发产业以及产业发展战略相关理论，分析了研发产业的发展趋势，收集并整理了苏州研发产业的资源、行业布局等数据资料，进行了苏州研发产业的SWOT分析，明确了发展优势、劣势、机遇、挑战等各方面情况。本文分别从横向比较和纵向比较两个视角，对苏州研发产业竞争力进行了评价，确定了苏州研发产业在全国的竞争实力以及产业内部各行业竞争力水平。首先从产业内部和外部竞争力两方面出发，设计了六个评价维度，运用因子分析方法，系统评价了苏州研发产业的整体竞争力，并得出若干直观结论。之后，通过层次评价方法，对苏州研发产业中各个行业的科技实力、发展潜力、比较优势、社会效应等问题进行了评价分析。在上述研究内容基础之上，本文借鉴经典的产业政策理论，结合苏州实际情况，从产业空间布局和重点行业选择两方面出发，做出了具体的战略规划，并从实际操作角度提出了一系列具体的政策建议。关键词：研发产业：SWOT分析：竞争力：战略：苏州AbstractWith the development of knowledge economy and the global division of laborhas become more and more refined,more and market tendency of R D activitiesmore obvious,science and technology R D results as a new commodity,into theeconomic field.The formation and development of R D industry is this trendresults.Suzhou as China's science and technology innovation center and high-techindustrial center,has certain advantages in R D industry.The development of thisindustry is conducive to changing the mode of economic growth,improve the abilityof sustainable development of Suzhou's economy,but also conducive to the buildingof an innovation oriented country.At the present stage,studying the status quo and thestrategic environment of Suzhou R D industry development strategy,planning andpolicy direction of Suzhou R D industry,is of great theoretical and practicalsignificance.This paper first reviews the development of industry and industry developmentstrategy related theory,analyses the development trend ofR D industry,collect andcollate the Suzhou R D industry resources,industry layout data,analysis SWOTSuzhou R D industry,the development advantages,disadvantages,opportunities,challenges and other aspects.This paper from the transverse and longitudinalcomparison of two perspectives,the competence of Suzhou R D industry isevaluated,the Suzhou R D industry in the national competitive strength as well asthe industry within the industry competitiveness.First,from the two aspects ofinternal and external competitiveness of industry,designed the six evaluationdimensions,using the factor analysis method,a systematic evaluation of the overallcompetitiveness of Suzhou R&D industry,and draws several intuitive conclusion.Then,through the hierarchy evaluation method,the various sectors of Suzhou R Dindustry scientific and technological strength,the development potential,thecomparative advantage,the social effect of the evaluation and analysis.Based on theabove research,this paper from the classic theory of industrial policy,combined withthe actual situation in Suzhou,two from the industrial space layout and key industries,has made specific strategic planning,and a series of specific policy proposals are putforward from the practical point of view.Keywords:R&D industry;SWOT analysis;competitiveness;strategy;Suzhou
