摘要十八大以来，习近平总书记高度重视人才和人才工作，多次强调人才对整个社会发展的关键性作用。党的十九大首次提出了实施乡村振兴战略的重大决策部署，是解决人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾的必然要求，是实现“两个一百年”奋斗目标的必然要求，是实现全体人民共同富裕的必然要求。习近平总书记指出，要坚持乡村全面振兴，抓重点、补短板、强弱项，实现乡村产业振兴、人才振兴、文化振兴、生态振兴、组织振兴，推动农业全面升级、农村全面进步、农民全面发展。千秋基业，人才为先，乡村振兴战略实施首在人才。《国家中长期人才发展规划纲要(2010一2020年)》中明确将农业实用人才纳入了六类人才队伍之中。《农村实用人才和农业科技人才队伍建设中长期规划(2010-2020年)》中强调：人才资源是第一资源，农业农村人才是强农的根本，是我国人才队伍的重要组成部分。农村实用人才是农业农村人才中的骨干力量。加强农村实用人才和农业科技人才队伍建设，是农业农村人才工作的重点领域，是实施人才强农战略的关键环节。这篇文章将视域放在大连市庄河市，分析大连市庄河市农村实用人才队伍建设过程，通过对农村实用人才队伍建设的成就和经验进行归纳总结，研究其发展规律，探讨大连市庄河市农村实用人才队伍建设对农村经济发展的意义，分析当前农村实用人才队伍建设存在的问题，深刻分析原因并有针对性地提出强化农村实用人才队伍建设的相关对策，相关理论进一步完善丰富。论文由五个部分构成，第一章介绍了选题的背景和研究意义，国内外对农村实用人才队伍建设的文献综述：第二章介绍了农村实用人才队伍建设的相关概念及理论基础：第三章主要内容是大连市庄河市农村实用人才队伍建设现状分析：第四章的主要论述了国外与国内其他地区农村实用人才队伍建设经验借鉴：第五章主要是对进一步加强大连市庄河市农村实用人才队伍建设的对策分析。这篇文章从理论上分析了国内外农村实用人才队伍建设等方面的研究进展，探讨大连市庄河市农村实用人才队伍建设的现状与存在问题，同时分析了国内外不同地区在农村实用人才队伍建设方面的相关经验，通过理论与实践相结合，国内外经验的对比研究以及经验借鉴，提出了有效改进大连市庄河市农村实用人才队伍建设的相关建议，研究结论在理论上丰富了当前理论界在乡村振兴背景下对农村实用人才队伍建设的研究：在实践方面，不仅能为大连市庄河市农村实用人才队伍建设工作提供一定的帮助，还能对其他地区的农村实用人才队伍建设提供一定的借鉴与指导。关键词：农村：农村实用人才：大连市庄河市Research
